National Internship Program

National Internship Program

is designed for the benefit of young unemployed postgraduates and graduates all over the country, who have completed sixteen years of education from recognized universities or degree awarding institutions including external candidates. The scheme is intended to provide financial relief to fresh graduates and also to keep them engaged and interested in acquiring additional knowledge and real work life experience, thereby facilitating their employability in the country. The programme will be also advantages to the government organizations having shortage of officials in various cadres.

Goals and Objectives
The goal of the programme is to harness the energy and motivation of educated youth as paid interns in the public sector. Through this initiative, the following objectives are expected to realize.Provision of financial relief to young degree holders;Improvement in the performance of public sector through internship of young, educated and motivated youth;Enhanced employability and capacity of fresh graduates for a better professional future.

Main features of the programme are as follow

The interns will be working on various assignments in the Ministries/Divisions/Attached Departments/Autonomous Bodies/Corporations of the Federal Government and Provincial/District Governments conveniently located near totheir hometown so far as practical;The placement with various government organizations will be based upon the academic qualifications of the internsand matching the broader academic disciplines with broader functional categorization of jobs within the government.The interns will be required to join the programme on full time basis and follow prescribed rules and regulations of the concerned organizations including observance of office working time and confidentiality requirements etc.

Duration
The internship duration will be one year. The interns will however, be a liberty to leave the programme at any stage on 15 days advance notice. However, such interns will neither be entitled for internship completion certificate nor will they have any right to receive monthly stipend for the remaining period.

Stipend
The interns will be entitled to a monthly stipend of Rupees ten thousand (all inclusive) during the course of internship. The internship is however, in no way an offer of employment on a formal job.

Construction of youth development centers
Construction of youth development centers were initiated by this ministry under the directive of the then prime minister in 1993.According to the approve arrangements the land for the projects ease to be given by the respective provincial government and the construction and equipment etc cost by the federal government. After completion the project are require to be run and maintain by respective provincial government on their resources.The facilities recommended for this center are a one multi purpose hall for cultural activities, class rooms for vocational trainings, fifty bed hostel big room for indoor recreational facilities, library, canteen etc.

FOREWORD


The Ministry presents its Year Book for the period 2007-2008 as a statement of the main activities undertaken and tasks accomplished. The objective is to keep the public informed on important aspect of the Ministry of Youth Affairs.

The main responsibility of the Ministry of Youth Affairs is to deal with Policy and legislation on all aspects of youth affairs, inter-provincial coordination, youth activities, youth exchange programmes and non-government organizations dealing with youth.

The Ministry would welcome gratefully any suggestion or comment to improve the substance and quality of the Year Book.

Introduction


In Pakistan, Youth is defined as the population in the age group of 15 to 29 Years. The period of life which youth represents is most productive and useful by virtue of the nascent energies they are endowed with by nature. The young people aspire for full participation in the life of a society. If appropriate opportunities are made available to put their natural endowment to creative, productive and useful channels, Pakistani Youth is indeed capable of working miracles. In Pakistan, the youth population is at present more than forty million, which is about one forth of our total population. Key statistics of youth in Pakistan are at annex-I

Youth Affairs Division was established on June 12,1989. As an economy measure it was merged with Ministry of Women Development on October 09, 1993. It was again made a separate Division on August 18, 1996 and was again merged with Ministry of Culture on November 19, 1996 as a Wing.

The Government again raised the status of the Youth Affairs Wing to a full-fledged Ministry on 18-11-2005 under the charge of Federal Minister and MOS for Youth Affairs. Currently there is one Sr. Joint Secretary, two Deputy Secretaries and Five Section Officers on sanctioned strength of the Ministry of Youth Affairs (organogram is annexed)





FUNCTIONS OF THE MINISTRY

            According to Rules of Business, Ministry of Youth Affairs deals with policy and legislation on all aspects of youth affairs, inter-provincial coordination, youth activities, youth exchange programmes and non-governmental organizations dealing with youth. The definition of Youth is a non-student youth between the ages of 15 and 29 years. Youth constitute one fourth of the entire population. The functions of this Ministry as assigned  in  the Rules of Business are as follows: -

 

                          i.                  Policy on all aspect of Youth Affairs in conformity with national objectives and laws.
                       ii.                  Legislation covering all aspects of Youth Affairs and matters ancillary thereto, in consultation with the concerned Ministries and Divisions.
                     iii.                  All international aspects of Youth Affairs including negotiations for bilateral and multi-lateral agreements for mutual assistance and cooperation.
                     iv.                  Coordination of aid and assistance from foreign countries for Youth Affairs.
                        v.                  Inter-Provincial coordination on all aspects of Youth Affairs.
                     vi.                  Monitoring of the implementation of policies on all aspects of Youth Affairs.
                   vii.                  Regulation of administrative, budgetary and other matters of organization dealing in Youth Affairs.
                viii.                  Youth activities and movements pertaining to youth outside educational institutions.
                      ix.                  Youth Exchange Programme (External) Youth Centers
                        x.                  All Youth Organizations and forums.














ACHIEVEMENTS DURING THE FINANCIAL YEAR 2007-08



A)        FORMULATION OF NATIONAL YOUTH POLICY.

            The National Youth Policy has been redrafted in the light of cabinet decision and circulated to all stakeholders including concerned Federal Ministries, Provincial Youth Departments and Youth NGOs for their views and comments, before submission to the Cabinet. The main principles of the draft national youth policy are:-

                           i.            Motivation, awareness and sense of pride.
                         ii.            Character building.
                        iii.            National integration.
                       iv.            Promotion of sports and recreation.
                         v.            Academic and intellectual development.
                       vi.            Enabling employment.
                      vii.            Youth health.
                    viii.            Social volunteerism.
                       ix.            Incentive for talented and high performing youth.
                         x.            Youth marriage.
                       xi.            Youth mentoring.
                      xii.            Upgrading the social studies of marginalized and vulnerable groups of youth.

A number of Ministries and institutions in Pakistan are already engaged in various programmes benefiting the youth. The National Youth Policy aims at creating a youth centric focus by integrating and coordinating the programmes of various Ministries and institutes and provide overall guidance to develop the youth to meet the challenges of the future in building Pakistan. Thus a plan of action has been proposed in pursuance of the policy based on the existing programmes and infrastructure beside additional programmes and dimensions where necessary.
B)        MOBILE COMPUTER LITRACY AND AWARENESS PROGRAMME.

Computer Literacy and Awareness Programme has been started for the youth of those areas where such facility is not available. The programme is run through mobile computer van provided by the Common-Wealth Youth Programme. During the year 2007-08, 266 youth of different areas were provided the training under this programme.
C)        NATIONAL YOUTH AWARD SCHEME

In order to recognize the achievements of the young people in their lives and the volunteers working for the welfare and development of the youth, the Ministry has started National Youth Award Scheme. Under this programme, two types of awards are distributed on 12th Aug each year i.e the international youth day. The award comprises cash shield and a certificate.

§         National Youth Award: Award for the youth who excel in the fields of literature, culture, education, science & technology, sports, business, community service, media, qirat and naat, management science, agriculture, computer science, information technology, environment, technicians, paramedics and skilled workers and an award for special youth.
§         Jinnah Youth Award:    Award for the volunteer/organization for their outstanding achievements in the field of youth welfare and development.




D)        SEE PAKISTAN NATIONAL YOUTH CAMP

The Ministry organizes “See Pakistan National Youth Camps” to achieve the following objective.
i.                                             Promotion of national integration by providing an environment in which youth could interact and work together with their cross cultural counterparts from other provinces/areas.
ii.                                           Discovery of the magnificence of Pakistan from seashore to the mountains.
iii.                                          Participation of youth in educational activities.
iv.                                         To bridge linguistic differences and to familiarize the youth with the culture of different regions of Pakistan.         
During the Financial Year 2007-08 three See Pakistan National Youth Camps were organized in which 239 youth participated as detailed below::-

i.                     Camp for female was held from 28th Oct to 3rd Nov. 2007  at Islamabad comprising 53 females youth from all over the country.
ii.                   Camp for male was held from 26th Dec., to 31st Dec., 2007 at Lahore comprising 118 male youth from all over the country.
iii.                  Special youth camp was held from 22nd to 29th June, 2008 at Islamabad and Lahore., comprising 68 youth from different agencies of FATA.

E)                                         INTERNATIONAL YOUTH EXCHANGE.
International Youth Exchange Program is one of the components of the policy of the Government of Pakistan, which provides an opportunity to youth to see land, culture and economic development and also to exchange ideas of mutual interest with each other during exchange of youth delegations. Pakistan is committed to active participation in the youth activities to create understanding among youth of friendly countries.


i.                    OUTGOING PAKISTAN YOUTH DELEGATIONS.

i)          A 5-members Pakistan Youth delegation visited Egypt from 23rd Aug to 4th Sep., 2007 to participate in 39th International Youth Camp.
ii)        A 18-members Pakistan Youth delegation visited Turkey to attend “Year of Mawlana Jalaluddin Romi”.
iii)       A 9-member Pakistan Youth delegation visited Republic of Korea from 7th to 27th August, 2007 to participate in “2007 Youth Camp for Asia’s Future” 104-member Pakistan youth delegation visited China from 2nd September, to 10th September 2007 under the youth exchange programme.
iv)      A 104-members Pakistan youth delegation visited China from 2nd September, to 10th September 2007 under the youth exchange programme.
v)        A 6-members Pakistan youth delegation visited Jordan in the month of October.
vi)      A 10-members Pakistan youth delegation visited Republic of Korea from  27th November, to 8th December 2007 under bilateral youth exchange programme.
vii)    A 9-members Pakistan youth delegation visited Bangladesh in December 2007 to participate in First SAARC Youth Camp.

ii.                  INCOMING PAKISTAN YOUTH DELEGATIONS.
i)          A 10-members Indian Youth delegation visited Pakistan from 30th June to 7th July, 2007 under the Cultural Exchange Programme.

iii.        MEETINGS/CONFERENCE/SETMINARS.

i)    International Youth Day is celebrated in accordance with paragraph 7 of the United Nations General Assembly Resolution No. 541/120 on 12 August every year to promote better awareness among youth. Ministry of Youth Affairs celebrated International Youth Day 2007 on 12 August 2007 at Islamabad. Provincial Governments and NGO enrolled with this Ministry all over the country also celebrated the international youth day.
a)                  The Mini Regional Advisory Board Meeting of Commonwealth Youth Programme was held in Islamabad from 2nd to 6th April 2008 in which 8 member countries from Asia Region participated in the meeting.




F)         Misc. Activities through Organizations/ N.G.Os
            The Ministry arranged various misc. activities and collaboration with organization/NGO working for youth welfare.

a)         A workshop, “Life Skill Training Workshop” for the leaders/representative  of the NGOs was  organized from 10-12 September, 2007 in Islamabad.
b)         A seminar, “Youth Advocacy Network” was organized in Collaboration with an NGO.
c)         A National Strategic Conference 2008 (leadership and Youth) was organized in March 2008 at Murree with a NGO AIESEC.
d)         A National Seminar, “Role of Youth and Volunteers” was organized in collaboration with National Volunteer Movement.
e)         A workshop, “Tobbaco Free Youth and Tobacco Initiatives in Pakistan” was organized in collaboration with Ministry of Health.

G)        DEVELOPMENT SCHEMES

In order to promote cultural and recreational activities along with vocational training, the Ministry has planned to construct Youth Development Centres at the following places/cities.

H)                ESTABLISHMENT OF PLANNING AND MONITERING
CELL.

The Ministry has established a Planning and Monitoring Cell to strengthen the capacity and evaluation of the Development Projects.

I)         PROPOSED FUTURE PROGRAMMES

i.          Youth Awareness Programme

In order to empower youth and create awareness amongst youth on different issues, awareness programme through media, conventions, walks, training, seminars, and symposiums etc. would be organized at District, Provincial and National levels. Main thrust of the programme would be campaigns on community youth awareness to promote healthy life style, anti-smoking abuse, literacy drive and health initiatives for youth.

ii.          Construction of Youth Development Centers

Construction of Youth Development Centers to provide Sports, indoor games, social and re-creational facilities along-with vocational training to youth.
iii.         Development of Play Fields

In order to provide modest sports facilities, 100 play fields would be developed in the country, by providing basic facilities, especially in the rural areas. PC-I has been prepared and submitted to P&D Division for further processing for approval of Central Development Working Party (CDWP).

iv.         Youth Convention

National Youth Conventions will be organized at Provincial Headquarters on rotation. The objective of holding these conventions is to promote national integration and creating harmony among the young generation.

v.         See Pakistan National Youth Camp

See Pakistan National Youth Camps are organized to achieve the following objectives:-

  1. Promotion of national integration by providing an environment in which youth could interact and work together with their cross cultural counterparts form other provinces.
  2. Discovery of the magnificence of Pakistan from seashore to the mountains.
  3. Participation of youth in educational activities.
  4. To bridge linguistic differences and to familiarize the youth with the culture of different regions of Pakistan.

vi.               SEE ISLAMABAD PROGRAMME

                  See Islamabad Programme has been initiated to provide opportunity to students of Government Schools of Islamabad who are unable to visit historical and beautiful places of Islamabad, Rawalpindi and Taxila.

 

International Youth Exchange Programme

International Youth Exchange Programme is one of the components of the policy of the Government of Pakistan, which provides an opportunity to youth to see land, culture and economic development and also to exchange ideas of mutual interest with each other during exchange of youth delegations. Pakistan is committed to active participation in the youth activities to create understanding among youth of friendly countries.

In order to achieve the above objectives, youth delegations are exchanged either under Bilateral Cultural Exchange Programmes signed with various friendly countries or under special invitations received from them.

National Youth Conference

National Youth Conference
Ministry of Youth Affairs (MOYA), in collaboration with International Labour Organization (ILO) organized a National Youth Conference on June 23rd, 2010 at Margalla hotel, Islamabad to provide a platform for young women and men representing urban and rural areas across the country – to articulate their views on policies and programmes that affect their productivity. This forum provided an opportunity to foster a sense of national integration and harmony among the youth and a direction to the policy-makers on designing policies/programs focusing on entrepreneurship development while fostering gender-equality for young women and men. The Conference aimed at achieving the fol-lowing major objectives:
• Providing a forum to young women and men to learn about gender gaps and available opportunities of en-trepreneurship in the country;
• Highlighting the on-going programs of the government and other agencies focusing on entrepreneurship de-velopment of Pakistani youth;
• Recognizing the achievements of young women and men who have excelled in various fields while setting example for their young counterparts; A few Role Models representing various fields were invited to share their experiences and provide direction towards gainful opportunities;
• Paving way for mentoring of youth: providing an opportunity to young women and men to hold constructive and interactive dialogue with the senior policy- makers from the concerned Ministries of the Federal Governments, the UN Agencies and the Donor Community in Islamabad. More than 300 young women and men between the ages of 15-29 years from rural and urban areas, across Pakistan participated in the Conference. MOYA has collaborated with various organizations working with youth to select and invite young women and men on the event. Besides this 10 presenters were there who has shared their success stories with participants which was really beneficial and interesting. All the participants displayed their creative work on the stalls provided to them. Chief Guest was Mr. Shahid Hussain Bhutto, Minister for Youth Affairs and panel of res-pected guests included Mian Muhammad Ayub, Advisor to Prime Minister for Youth Affairs, Mr. Ali Mardan, Advisor to Minister for Youth Affairs, Mr. Pir Bux Jandaan, DS. for Youth Affairs and Margaret Reade Rounds Oficer Incharge International Labour Organization. The Conference seeks to inform young women and men about gainful opportunities of entre-preneurship in the country. The conference facilitated the youth to enhance their employability through benefiting from existing opportunities thus leading to decent employment.
Curtain Raiser

 There has been a pressing requirement for the promotion of the involvement of volunteers in social development, taking into account the views of all stakeholders, to develop comprehensive strategies and programs by raising public awareness about the value and opportunities of volunteerism and by facilitating an enabling environment for individuals and other actors of civil society to engage in voluntary activities, and the private sector to support such activities.
The Government of Pakistan through its apex voluntary body, National volunteer Movement (NVM) shall organize a series of 5-day regional level activities at Four provincial Capitals and AJK for raising awareness about volunteering, showcasing the potential of volunteering potential for community development and sharing volunteering practices and experiences of volunteers and volunteering involving organizations. During the weeklong events, NVM would be holding exclusively focused workshops with Media, Government Departments, Corporate Sector and Civil Society and side by side, NVM would be organizing campaigns through volunteers for road safety, traffic awareness and sustainable development (plantation and cleanliness). Moreover, NVM would also be simultaneously holding speech and essay competitions in major educational institutions culminating in a final contests and awards distribution. On the concluding and final day of activities we plan to hold a National Volunteering Policy Dialogue with regional stakeholders to obtain valuable input and viewpoint of stakeholders for developing a National Volunteering Policy. These events would be inaugurated on 24th May 2010 at Lahore.
Another important part of these activities is a unique awareness raising initiative about Millennium Development Goals through Millennium Candlelight Campaign in collaboration with Civil Society Organization. This would serve as an opportunity to remind all the stakeholders about the need and urge for concerned efforts to achieve the MDGs targets.
An effort is also being made to reward and recognize the services of outstanding volunteers and voluntary service providing organization during the concluding ceremony of this workshop.
One of the most important components of these activities is holding of a policy dialogues with stakeholders. Government of Pakistan in order to develop a comprehensive national volunteering policy is starting a collaborative multilevel process. In this process, the NVM will involve representation from all provinces, areas of interest and concerns and from different walks of life. First such workshop will be held on 28th May at Lahore.
Similar weekly activities would be undertaken in four other provincial capitals and they would culminate in a National Volunteer Convention around the 14th August wherein National Volunteering Policy would be launched. This is also precursor to the year long activities culminating on December 2011 which is being marked by United Nations as a International Year of Volunteer 2001+10 (IVY+10) recognizing ever growing realization at the level of Governments world over about role of volunteers and voluntary efforts towards communities, peace building and sustainable development especially achievement of MDGs.
First NVM trainer of Trainers (TOT)

On volunteer program development Management started today on 5th April, 2010 at NVM office, Islamabad. This training will continue till 10th April, 2010. Main objective is to promote volunteerism in the country.
Federal Minister for Youth Affairs and Chairman NVM Mr. Shahid HussainNVM wants to train volunteers in their native areas so that they could prove to be more helpful for their own community.  This training will be held in all provinces.
Training detail.     
OBJECTIVES
  1. Having a pool of 30 master trainers through out the country;
  2. Further training of 3600 staff/volunteers during next 3 years (120 trainees by each Master trainer every year).
  3. Retention and Engagement of Master Trainers with NVM for three years:-
    1. Signing agreement with NVM to be enrolled and certified NVM Master trainers;
    2. Agree to provide 12 such training in next three years free of cost to NVM’s selected staff and volunteers any where in Pakistan;
    3. NVM to provide lump sum Training free of Rs. 15,000 for six day training to Master Trainers;
2.       TRAINING MODULE
The training should be designed to focus on issues and approaches in Managing Volunteers. This would be a six day training as detailed below:-

Day 2:   Placement development
Day 3:   Volunteer Recruitment and selection
Day 4:   Support for Volunteer
Day 5:   Placement monitoring and evaluation
Day 6:    Agreement signing and Certificate Distribution Ceremony

          Training will be imparted at NVM offices. Accommodation for Master Trainers & outstation trainees (twin sharing basis) at Youth Hostel Islamabad. Re-imbursement of road/rail fare on actual basis. Daily Allowance of Rs. 500 for trainees.

Farewell Ceremony of Secretary Youth Affairs

A farewell party was arranged in honor of Secretary, Ministry of Youth Affairs, Mr. Nazar Hussain Mahar, who retired today on 31st March, 2010. Beside Officials of the Ministry some guests from partner organizations also attended the ceremony. Participants highly appreciated the efforts of Mr. Nazar Hussain Mahar in boosting the cooperation with Partner Organization and Civil Society Organization to implement National Youth Policy matters. Speaking at the occasion Minister for Youth Affairs, Mr. Shahid Hussain Bhutto appreciated his services for the Ministry. He expressed his sincere desires for his future. He further added that during his stay he not only brought up the moral of the staff but developed an interest for hardship and enthusiasm for serving the nation. Honesty, punctuality and devotion with duty have been his objectives.
He appreciated his efforts for upbringing the annoyed and deprived youth specially living in the remote areas. Mr. Nazar Hussain Mahar, started his early education at DG High School, Nawab Shah. In March, 1979 after passing CSS exam he joined civil services of Pakistan and was initiall appointed as Assistant Commissioner, Mehar, Umerkot. During 1985-1989 he served as Deputy Commissioner at Sukkur, Snaghar and Dadu. He also spent some time as Commercial Counsellor at Pakistan Embassy, Moscow, Russia. Before appointment as Secretary Youth Affairs he was serving as Additional Chief Secretary (Development), Government of Sindh, Karachi. He was a committed person with passion to work hard.
Review of Media Policy including Radio Program

A meeting to review Media Policy and Radio Program “Hum Nojawan” was held in the office to Secretary (MoYA) under the chairmanship of Secretary, Ministry of Youth Affairs.
Secretary Youth Affairs showed his dissatisfaction on the existing status of Media Policy and Radio Program. He directed the concerned to expedite the launching of TV program of the Ministry and suggested to improve the status of radio program to make it more interesting and useful for the youth.
Annual Work Plan signed with UNFPA

Ministry of Youth Affairs and UNFPA signed a Annual Work Plan to cooperate and approve activities on youth related interventions which include Youth Activity center and supporting community in launching youth related activities.
Meeting Regarding Execution Of Computer Awareness Programme

A meeting was held in the Secretary office, Ministry of Youth Affairs, on 29th March 2010 to discuss the execution of Mobile Computer Awareness Program through public-private partnership.
The Secretary Youth Affairs briefed about the project and raised the matter that how the Computer Training Program should be executed in a smooth and efficient way. The representative from the PPAF proposed that they are ready to operate/execute the training program in collaboration with the M/O Youth Affairs. Secretary, Youth Affairs highly appreciated the proposal and suggested that why not sign MOU between MoYA and PPAF to execute the project at the earliest.
The representative of PPAF also briefed that PPAF is starting a Business Development Program. It was decided that PPAF will submit formal proposal to Ministry for further consideration.
School of Leadership A delegation under the leadership of Ms. Saima Khan COO, School of Leadership visited Ministry of Youth Affairs on 27th March, 2010, and had a meeting with Secretary, Ministry of Youth Affairs.
Ms. Saima Khan briefed about the achievements and other activities of her organization. She showed her interest and cooperation in youth related interventions being held under Ministry’s programs.
Secretary, Youth Affairs  welcomed proposals/ suggestion /specific interventions that SOL could suggest.
Meeting with WFP
A delegation of WFP under the leadership of Yvonne Bogaarts, Head Advocacy Department, visited the Ministry of Youth Affairs on 25th March 2010, to have discussion on youth related issues.
Secretary, Ministry of Youth Affairs briefed the delegation about the youth related intervention of the Ministry, which include focus on adolescents. He informed that Ministry has already planned to develop more than 100 youth centers at district level. Youth development centers are important source of bringing youth close.
He further added that development partners
Ministry has already planned to utilize fresh minds through its National Internship Prorgam, under which so far more then 44000 interns have been placed in different governments sectors and intend to expand program in collaboration with private sector. Civil society organizations could be good windows of opportunity for the youth.
Delegation appreciated Ministry’s working most specially it website is more interactive and up to date.
Yvonne Bogaarts indicated the importance of youth and stressed that it is right time to invest on youth in order to create awareness for making them capable of taking right decisions. Looking at the demographic figure of Pakistan, much of the population is below 25. She appreciated the development of Youth centers for providing support in life skills. It was decided that WFP to propose a design of model program based on successful model in the world.
Visit of Former Ambassador

Mr. Iftikhar Arian former ambassador of Pakistan in Kenya visited Ministry of Youth Affairs and discussed the issues of mutual interest. Mr. Arian has remained ambassador of Pakistan in Kenya from 2006 to 2009.
Meeting Regarding Execution Of Computer Awareness Programme

A meeting was held in the committee room of the Ministry of Youth Affairs, on 13th March 2010 to discuss the proposals for the Execution of Mobile Computer Awareness Programme through public-private partnership.

1.         The Sr. Joint Secretary chairs the meeting and asked the participants to introduce themselves and present their proposals. The representatives of the organizations brief about their organizations.

2.         The representatives/committee members from UNFPA and PPAF to shortlist the organization also put interesting questions the respective organization members about their proposal and operation of the project.

3.         Sr. Joint Secretary proposed that the teachers should be trained so that they can further train the youth. Ms. Sadia Atta from UNFPA proposed that this project should be integrated with the Youth Activity Centre so that it could be operated on a wider and broader level. All the committee members including SJS appreciated the idea.

4.         It was finally decided that m/o YA will conduct a meeting in which Ms. Sadia from UNFPA will present a comprehensive proposal/presentation to execute this project and integrate it with Youth Activity Centres and other awareness programmes. SJS also suggested that we should collaborate with m/o IT, Social Welfare, Education, NAVTEC and other stake holders to work mutually.

Meeting of Committee to scrutinize the Proposals from Civil Society on Partnership Basis

Ministry of Youth Affairs, Government of Pakistan under the National Youth policy and Rule of Business 1973 has mandated to facilitate and support all aspects of youth activities. In this context Proposals from different organizations, institutions and civil society were invited for partnership. In response 82 proposals were received which were shortlisted to 36 after initial assessment by assessment committee. In order to scrutinize and select the best proposals for partnership, Assessment Committee invited 18 participants on 11th March, 2010 in the Ministry to present their proposals. Participants presented their plan of action. Committee analyzed the presentation and expressed their observations. Next session was  held on 12th March 2010 in which remaining participants presented there proposals.

Conference on Population Peace & Development

10th Annual Population Research Conference on Population Peace & Development was held at COMSTECH Islamabad. Conference was chaired by Secretary Youth Affairs. Speakers from Civil Society and universities presented their research and welfare activities performed for the empowerment of youth. Main issues under discussion were poverty, illiteracy, unemployment, intolerance, denial of fundamental rights and extremism among youth. Participants emphasized for the need of counseling services at university level as this is already a part of National Youth Policy.
Secretary Youth Affairs while addressing the conference expressed his concerns that 50% of our children are not going to school and almost same ratio of our women are not getting jobs and proper education. He welcomed proposals from civil society regarding youth related activities. Talking about counseling services he said that universities can coordinate with donor organizations and Ministry will definitely play its positive role in this regards. He said that let Pakistani students be exposed to the world. Our youth has played very constructive role in strengthening democracy in country. We need to work for peace and gender balance in the country.
The seminar was organized by Pakistan Population Council in collaboration with Fatima Jinnah Women University.
7th Meeting of the Board of Directors of NVM

The 7th meeting of the Board of Directors of National Volunteer Movement was held at NVM headquarters which was presided by Mr. Shahid Hussain Bhutto, Minister for Youth Affairs and Chairman of NVM.
The board discussed national plan of action for volunteerism, extension of Board of Directors of NVM, The Audit Reports and Budget of NVM. The board agreed to expand the activities of Volunteers in the country and decided to prepare the volunteerism policy, action plan and law to regulate & coordinate the activities regarding volunteerism. It was also decided to move a case to government to seek more financial support so that volunteer activities are expanded in partnership with civil society organizations. The board also recommended cutting down the expenses on salary and administration so that more resources be diverted to development related activities.
